OCU complains about the unfair refactoring of electricity companies to consumers

21 nov. 2016

Following the annulment by the Supreme Court (TS) of the standard that set the margins of marketing that the reference marketers could apply to their customers, the new Ministry of Energy, Tourism and Digital Agenda has already drafted the rule that will set the new margin Of marketing and at the same time it will set the additional revenues that the electric companies of reference will have to receive by that error in the calculations since the 1 of April of 2014 will begin to apply the PVPC. The Ministry has established that the amount to be compensated, for which details have not been provided, is made through a rebate to customers who have contracted the PVP. It has also indicated that the increase in the marketing margin that was now 4 € / kW contracted will be small, however, the initial proposal of the Ministry included that the marketing margin would also be invoiced according to the kWh consumed (and not Only of the contracted power) which will further complicate the billing system of customers with the PVPC since the margin of commercialization could be seen doubled in the invoice. For OCU, this refactoring and revision of the margin of commercialization, is a sample of the lack of rigorous with which the Ministry is elaborated the electrical regulation. It is not the first time that such rules are overturned by the Supreme Court.

We have also recently been informed of the cancellation of the system of financing the social bond, which will also mean that the amounts paid by the vertically integrated electricity groups will also be refunded, albeit indirectly via access tolls, and that they must now also be returned. In OCU's opinion, these refactorings increase, once again, the complexity of the electric bill. In addition, as has happened in the past, this refactoring is not easy, since in 2.5 years more than 3 million homes have abandoned the PVPC regulated tariff, so this refactoring will be assumed by customers who maintain the PVPC tariff . OCU warns consumers that households that do not have PVPC rates should not be affected by these rebuilds.
